Research and Evaluation

We offer data collection and evaluations for all stages and types of projects, from explorative baseline studies, to setting up monitoring systems and implementing mid-line and end-line evaluations.

This way, we support companies, public institutions and NGOs in monitoring their progress and achieving their goals.

We use different methodological approaches and are guided by international standards (OECD-DAC).

Consulting on setting up a monitoring system and developing Capacity WORKS instruments

 

The aim of the assignment is to provide technical and methodological support in the development of the monitoring and evaluation system including quality management, as well as relevant CAPACITY WORKS instruments (impact model, stakeholder analysis, CD-strategy). This involves organising online and face-to-face workshops and preparing regular project progress reports. The main objective of the project "Triangular Cooperation for Digital Innovation Made in Africa" is to strengthen the application of data-centric digital innovations (e.g. regulation of drone flights and capacities for data analysis and use of digital data) within the framework of triangular cooperation in East and West Africa. Partners from Rwanda, Côte d'Ivoire and Germany are involved.

Interview-based evaluative study (EVAS) Global project: Improving access to agricultural finance in rural areas

Country package: Mali

 

Interview-based evaluative study for the Global Project „Improving access to agricultural finance in rural areas“ (GP AgFin) as part of BMZ's special initiative (SI) „Transforming our agricultural and food systems (SI AGER)“. Assessment of the respective country packages using an evaluation matrix along specific evaluation questions based on the OECD/DAC criteria. The evaluation is based on existing data and studies as well as on interview results from the independent EVAS mission. Different methods such as the contribution analysis, the efficiency analysis incl. "follow the money approach" are applied and triangulated. Analysis of the meso/macro level, in particular the anchoring of the approaches developed in the country packages in the partner systems, effectiveness in reaching the target group through the different approaches of the subcontractors and thematic integration of financing mechanisms with other relevant topics (e.g. food security).

Evaluation of the program

“Projects of IOM in Sub-Saharan Africa”

 

The evaluation aimed to determine whether the promotion of improved border governance (has) achieved the desired effect and which factors were important for this. Both the effect on small concrete outcomes of the individual projects and the effect on general stability in the regions across all projects were analysed.

Implementation of an evaluation according to OECD-DAC criteria, using an evaluation matrix, developing a results model, using qualitative and quantitative methods of data collection and assessment (interviews, focus-group discussions, desk study), elaboration of an inception and final report, presenting the results in front of ministry officials. Workshop with IOM. Countries: Burkina Faso, Tchad, South Sudan, Ethiopia, Mozambique, Tanzania.

Interview-based evaluative study (EVAS) Global project: Sustainable fisheries and aquaculture

Country packages: Madagascar, Mauretania, India

 

Interview-based final evaluative studies for the special initiative ONE WORLD - No Hunger (SEWOH) Global Project Fish based on the OECD-DAC criteria. Here, the respective country packages are to be assessed with the help of an evaluation matrix along specific evaluation questions. The evaluation is based on existing data and studies as well as on interview results from the independent EVAS mission. Different methods such as the contribution analysis, the efficiency analysis incl. "follow the money approach" are applied and triangulated. Analysis of the meso/macro level, in particular the anchoring of the approaches developed in the CP in the partner systems, effectiveness in reaching the target group through the different approaches of the subcontractors and thematic integration of aquaculture with other relevant topics (e.g. food security).

Advising the project "Green Innovation Centres" in Tunisia on operational planning, monitoring and strategy analysis

 

The main objective of the assignment is to advise the project team on operational planning, monitoring of its activities and impacts, strategy adjustment and team building in preparation for the final phase of the project. This includes planning and moderating workshops and working sessions as well as actively supporting the team in preparing and updating documentation for further steering and supporting the team in working on selected Capacity WORKS instruments (partner landscape, steering structure, capacity development strategy, impact model, operational plan and exit strategy).

Project Progress Analysis of the project "Promotion of agricultural financing for agribusinesses in rural areas"

Country packages: Burkina Faso, Ivory Coast

 

The Project Progress Analysis (PPA) conducted was an evaluation according to OECD-DAC criteria of the global bilateral cooperation project between GIZ and the Ivorian Ministry of Agriculture/Burkinabe Ministry of Agriculture, supported by the German Federal Ministry for International Cooperation (BMZ).

Revision of the PPA evaluation design incl. country-specific impact model and the PPA evaluation template incl. development of the rating according to the traffic light system in consultation with other international experts. Data collection and implementation of the missions according to the developed methodology: Interviews with German and local partners and stakeholders in Germany and in Côte d’Ivoire (including at ministerial and embassy level). Analysis, evaluation and documentation of the results. Presentation of evaluation results to BMZ and GIZ. Reporting and documentation. Development of recommendations regarding all defined aspects. And comparative analysis of the PVA findings and recommendations derived from them.

Systematic determination of success factors and identification of best practice examples of municipal climate partnerships

Evaluation of five projects from three climate partnerships in renewable energy and energy efficiency in South Africa and Tanzania and identification of best practice examples and success factors that are suitable for dissemination and replication by other municipal partnerships.

Therefore, in addition to a document analysis, data was collected from municipal stakeholders using guided interviews. The data was processed and evaluated and the results interpreted. In addition to the best practice examples, the final report also contains specific recommendations.

EU Project Marburg without partner violence

Monitoring and evaluation of the project Marburg without Partner Violence. Development of a best practice model that can also be transferred to other municipalities at local level in order to establish new measures against domestic violence and strengthen existing structures. All practical implementation steps of the project and its effects in relation to women and children affected by violence, perpetrators and relevant actors were examined on a scientific basis and documented in an interim and final report. Therefore, scientifically valid data was generated through document analysis, semi-structured interviews, focus group discussions and online surveys. Findings and results were discussed with experts in the field as well as with survivors of partner violence and perpetrators (workshop on theory-practice transfer). The evaluation was based on the OECD DAC criteria.

Meta-evaluation on the quality of (project) evaluations in German Development Cooperation

Meta-evaluation on the quality of (project) evaluations in German development cooperation. The analysis includes findings from evaluations of governmental implementing organizations as well as non-governmental (e.g. civil society) organizations. In a first step, governmental and non-governmental actors of German development cooperation are selected for the meta-evaluation. Evaluation reports, terms of references, evaluation concepts and other relevant documents relating to evaluations in the partner countries are requested from the selected stakeholders. The stakeholders' documents are coded using a quality grid (based on evaluation standards) and then analyzed. The coding was done along a coding guide and an analysis grid using MAXQDA.
